Argentina eSIM vs Local SIM for Tourists (2026): What Works, What It Costs, What the Law Requires
eSIM or local SIM in Argentina? Dated prices from Claro, Personal, Movistar and Airalo, the passport rule that can cut your line, and free Wi-Fi spots.
Prices checked on 30 October 2026. Mobile prices in Argentina change often: check the carrier’s page before you buy.

Quick answer
- If you want data the moment you land, an international eSIM is the simplest option. You buy it before you fly and can set it up at home. Airalo, for example, says you can connect its eSIM in advance “so that when you arrive, you can get connected immediately”. It says its Argentina eSIM runs on the Movistar network and is data-only (Airalo, Argentina eSIM, checked 30 Oct 2026).
- If you want an Argentine phone number or the most data for your money, look at a local prepaid line from Claro, Personal or Movistar. All three have pages for tourists (Claro, Personal, Movistar), and foreigners register the line with their passport (ENACOM).
- For a stay with plenty of data, a local 30-day pack cost less than half as much per gigabyte as Airalo when we checked. As of 30 Oct 2026, Claro’s tourist SIM was ARS 31,900 with 25 GB (an offer valid until 31 Oct 2026), Personal’s Pack Turista was ARS 25,000 for 25 GB (valid until 31 Dec 2026), and Airalo’s Argentina eSIM was USD 47.00 for 20 GB, all for 30 days. That’s about USD 0.83 (Claro) and USD 0.65 (Personal) per GB, against USD 2.35 for Airalo. Prices may have changed since. The catch: you have to visit a store or kiosk.
- Your local line has an expiry date. When you register, you state how long you’ll be in Argentina. When that time is up, the carrier has to block the line, except for customer service and emergency calls, until you update your registration (ENACOM Res. 263/2023, Annex, art. 8).
Your options at a glance (as of 30 Oct 2026)
| International eSIM (example: Airalo) | Claro tourist SIM | Personal prepaid SIM | Movistar prepaid SIM | |
|---|---|---|---|---|
| Network in Argentina | Movistar (Airalo) | Claro | Personal | Movistar |
| eSIM? | Yes | Yes: Claro says you can activate its eSIM “100% online” (Claro) | With an unlocked phone, you can arrange an eSIM at Personal’s offices or by WhatsApp (Personal, tourists) | Not mentioned on its tourist page; its eSIM help page asks for an Argentine ID (DNI) (Movistar, eSIM help) |
| Where to get a physical SIM | Not applicable | A Claro service centre, activated on the spot (Claro) | Personal stores, stores in shopping centres, authorised kiosks (Personal) | Kiosks and Movistar points of sale (Movistar) |
| Argentine phone number | No: a “4G data-only eSIM” (Airalo) | Yes | Yes | Yes |
| SIM card price | n/a | Included in the Chip Turista price | Personal’s prepaid page says a SIM requested from Personal is “sin costo” (free); it doesn’t say whether that covers the tourist SIM or kiosk sales (Personal, prepaid) | Movistar’s tourist page doesn’t list a SIM price |
| Example 30-day price | 5 GB USD 17.00 · 10 GB USD 30.00 · 20 GB USD 47.00 (Airalo); no validity date published | Chip Turista: ARS 31,900 with 25 GB and WhatsApp not counted against your data; valid until 31 Oct 2026 (offer; terms) | Pack Turista: ARS 25,000 for 25 GB, plus free WhatsApp; offer valid 29 Oct–31 Dec 2026, paid from your credit (Personal, prepaid) | 3 GB ARS 7,500 · 7 GB ARS 10,500 · 10 GB ARS 13,000; valid until 31 Oct 2026 (Movistar, pack terms) |

Cost per gigabyte, 30-day packs (as of 30 Oct 2026)
To compare pesos with dollars, we use the central bank’s reference rate: ARS 1,539.593 per US dollar on 29 Oct 2026 (BCRA, Com. “A” 3500). Cost per GB = price ÷ 1,539.593 ÷ GB.
| Pack (30 days) | Price | In USD | GB | USD per GB | vs Airalo 20 GB |
|---|---|---|---|---|---|
| Airalo, Argentina eSIM | USD 47.00 | 47.00 | 20 | 2.35 | n/a |
| Claro, Chip Turista (SIM included) | ARS 31,900 | 20.72 | 25 | 0.83 | 35% |
| Personal, Pack Turista | ARS 25,000 | 16.24 | 25 | 0.65 | 28% |
| Movistar, 10 GB | ARS 13,000 | 8.44 | 10 | 0.84 | 36% |
| Movistar, 7 GB | ARS 10,500 | 6.82 | 7 | 0.97 | 41% |
| Movistar, 3 GB | ARS 7,500 | 4.87 | 3 | 1.62 | 69% |
The 25 GB and 10 GB packs cost 28–36% of Airalo’s price per GB; the 3 GB pack, about 70%. Two caveats: your foreign card won’t be charged at the BCRA reference rate (see our guide to the exchange rate for tourists), and Movistar’s SIM price isn’t included because its tourist page doesn’t list one. For how this fits into a day’s spending, see our Buenos Aires budget per day.
Shorter trips (as of 30 Oct 2026). Personal listed 3 GB for 3 days at ARS 4,300 and 5 GB for 7 days at ARS 8,500 (Personal); Movistar listed 1 GB for 3 days at ARS 2,600 (Movistar); Airalo’s shortest was 1 GB for 3 days at USD 5.00 (Airalo).
We list Airalo because travellers ask about it by name, not because it’s the best; we haven’t compared other eSIM providers and earn nothing if you buy.
International eSIMs: what you actually get
“Unlimited” isn’t unlimited at full speed. As of 30 Oct 2026, Airalo’s Argentina unlimited packages ran from USD 19.50 for 3 days to USD 38.50 for 10 days, and its package details say: “Lower speed rate of 1 Mbps after 3 GB usage per day” (Airalo).
Your phone must support eSIM and be unlocked. Airalo says that if your device is carrier- or network-locked, “you can’t use Airalo” (Airalo Help). Install it before you fly.
Crossing into Chile, Uruguay or Brazil? A regional plan can cover several countries. As of 30 Oct 2026, Airalo’s Latin America eSIM listed 17 countries, including Argentina, Bolivia, Brazil, Chile, Paraguay, Peru and Uruguay, with 10 GB for 30 days at USD 36.00 (Airalo, Latin America eSIM). Check that every country on your route is on the list.
Local carriers: how to buy and activate as a foreigner
Claro
- The tourist SIM: as of 30 Oct 2026, Claro’s “Chip Turista Prepago” cost ARS 31,900 (ARS 26,364 before taxes), including 25 GB for 30 days and WhatsApp that doesn’t count against your data (Claro, tourist offer). The terms say the offer is valid until 31 Oct 2026, the free WhatsApp is capped at 1 GB a day, and large-scale hotspot sharing isn’t allowed (Claro, terms). Check the current price on Claro’s official offer page.
- Physical SIM: activated on the spot at a Claro service centre. For a Claro SIM you already have, Claro asks for “your passport and your line number” (Claro, tourists).
- eSIM: the same page says you can activate the eSIM “100% online”, through Claro’s eSIM flow at simple.claro.com.ar. The tourist page doesn’t say what the eSIM costs or which payment cards it accepts, so check the price and payment step before you rely on it.
Personal
- Where to buy: Personal stores, Personal stores in shopping centres, and authorised kiosks (Personal, tourists, checked 30 Oct 2026). Personal’s prepaid page says you can request a prepaid SIM “sin costo” (free of charge) and that anyone with a foreign ID document has to go to a branch to activate the line (Personal, prepaid); it doesn’t say whether that covers the tourist SIM or kiosk sales.
- Activation: if you bought the SIM at an official point of sale, the line is already active. From a kiosk, take your passport to an official Personal point (Personal, tourists).
- Packs and top-ups: the Pack Turista (25 GB, 30 days from activation, ARS 25,000, free WhatsApp) is paid from your line’s credit; the offer runs until 31 Dec 2026 (Personal, prepaid). Top-ups start at ARS 4,000 in the Mi Personal app or on Personal’s top-up portal (Personal, tourists).
- eSIM: the tourist page says you can arrange an eSIM at Personal’s offices or by WhatsApp if your phone is unlocked (Personal, tourists); its help page describes switching an existing Personal line to eSIM (Personal, eSIM help). Neither says whether you can buy a new eSIM line online.
Movistar
- Where to buy and activate: at a kiosk or Movistar point of sale. Message Movistar on WhatsApp, send “#NOMI”, send the details they ask for, then choose a pack (Movistar, tourists, checked 30 Oct 2026).
- Packs: as of 30 Oct 2026, 30-day packs ranged from 3 GB for ARS 7,500 to 10 GB for ARS 13,000, in an offer valid until 31 Oct 2026. The 10 GB pack is 5 GB plus 5 GB “de regalo” (bonus), and there’s also a 10 GB version at the same price that renews itself every 30 days until you cancel it. The ARS 10,500 pack is listed at 7 GB (its title says 5 GB). Check the current price on Movistar’s official page before you buy.
- Top-ups: at any kiosk with your line number. It’s on the SIM packaging, or text “NUM” to 321 for free (Movistar, tourists).
- eSIM: the help page asks for a DNI and doesn’t say whether a passport works instead, so plan on a physical SIM.
Arriving at Ezeiza without data
For getting into the city, see Ezeiza airport to Buenos Aires.
The legal part: your passport and your line’s expiry date
Every mobile line in Argentina has to be registered to its holder, says ENACOM, the national communications regulator. As a foreigner, you can register with your passport “through any of the available channels”, following each carrier’s instructions (ENACOM, line registration FAQ, checked 30 Oct 2026).
The rule for visitors. Under ENACOM Resolution 263/2023, carriers must ask foreigners without an Argentine DNI for a valid passport and/or travel document, and you have to state how long you’ll stay. Once that period ends, the carrier must block the line, except for calls to customer service and emergency services, until you confirm your registration and a new length of stay (Res. 263/2023, Annex, art. 8, PDF; Boletín Oficial, 17 Mar 2023). Resolution 1391/2024 left article 8 unchanged (Boletín Oficial, 31 Dec 2024).
- Give your real departure date. If you extend your trip, update the registration with your carrier before that date.
- For how long you can stay as a visitor, see Argentina visa requirements.
Phone IMEI. ENACOM’s line-registration FAQ and Resolution 263/2023 cover registering the line, not the handset; neither mentions registering a foreign phone’s IMEI (both checked 30 Oct 2026).
Travelling with children? ENACOM’s FAQ says a line can’t be registered to the DNI of someone under 16 (ENACOM). Resolution 263/2023 doesn’t set an age for passports, and carriers don’t say whether they apply the same limit. The simplest option is to register the line in an adult’s name.
Coverage outside Buenos Aires
- Claro publishes a coverage page (Claro, coverage).
- Movistar says its 4G coverage map is in the Mi Movistar app, under Soporte > Test de Conexión > Cobertura > Ver Mapa (Movistar Help). Airalo’s Argentina eSIM uses Movistar’s network.
- Personal: we didn’t find a domestic coverage map on its website on 30 Oct 2026; ask at a Personal store about your route.
Free Wi-Fi in Buenos Aires
The city runs a free public network called BA WiFi. Its open-data list, last updated on 22 June 2026, has 897 sites, 880 marked as available, including Subte (metro) stations, Metrobus stops, parks, hospitals, libraries and museums (Buenos Aires Data, public Wi-Fi points, checked 30 Oct 2026).
- How to connect: choose “BA WiFi” and accept the terms. The city’s (undated) BA WiFi page says speed is 5 Mbps per user and sessions last half an hour, renewable by accepting the terms again. It also says some content is blocked (Buenos Aires City Government, BA WiFi).
- Where: the city publishes a map of hotspots.
It covers the city of Buenos Aires only: good for maps and messages, not a replacement for mobile data.
Keep your phone safe
Canada’s government says petty crime in Argentina, “such as pickpocketing and purse and cell phone snatching, occurs regularly” (travel.gc.ca, last updated 14 Oct 2026). Don’t leave your phone on café tables, and keep your local number and eSIM support contact written down somewhere else.
Emergency numbers (same Canadian page): police 911 or 101; medical assistance 107 in Buenos Aires and 911 elsewhere; firefighters 911 or 100. A blocked local line can still reach emergency services (Res. 263/2023, art. 8).
Which option fits you?
| Your situation | What to look at | Why |
|---|---|---|
| Short trip, mostly cities, you want data on arrival | International eSIM | You set it up at home and connect when you land (Airalo) |
| You need an Argentine number | Local SIM from Claro, Personal or Movistar | It’s a local line, registered with your passport (ENACOM) |
| Two weeks or more, lots of data | Local 30-day pack (our rule of thumb) | 25 GB for ARS 25,000–31,900 at Personal and Claro as of 30 Oct 2026 |
| Remote routes (Patagonia, the north) | The network that covers your exact route | See “Coverage” above |
| Phone doesn’t support eSIM, or is locked | Physical local SIM on an unlocked phone; ask your home carrier about unlocking before you fly | All three carriers sell one |
FAQ
Does Airalo work in Argentina?
Airalo sells an Argentina eSIM and says it uses the Movistar network. It’s data-only, with no Argentine number, and your phone must be unlocked. As of 30 Oct 2026, unlimited packages slowed to 1 Mbps after 3 GB a day (Airalo).
What’s the best eSIM for Argentina?
We haven’t found an independent, sourced comparison, so we won’t name one. Compare the network each eSIM uses with coverage on your route, the price per day, and the fair-use limit on “unlimited” plans.
Is a local SIM cheaper than an eSIM?
For the bigger packs, yes, when we checked. At the central bank’s reference rate, Claro’s 25 GB tourist SIM worked out at about USD 0.83 per GB and Personal’s 25 GB Pack Turista at USD 0.65, against USD 2.35 for Airalo’s 20 GB package (prices as of 30 Oct 2026). You pay for the savings with a trip to a store or kiosk.
Can I get a local eSIM online before I arrive?
Claro says its tourist eSIM can be activated “100% online” (Claro); its page doesn’t say which cards it accepts. Personal says you can arrange an eSIM at its offices or by WhatsApp if your phone is unlocked (Personal, tourists).
Can I buy a SIM at Ezeiza airport?
We found no current official source listing a carrier stand there, so buy a SIM in the city or set up an eSIM before you fly.
Does my phone need to be unlocked?
For an international eSIM, yes: Airalo says a locked phone can’t use its eSIM (Airalo Help), and Personal’s eSIM also needs an unlocked phone (Personal, tourists). If your phone is locked to your home carrier, ask them about unlocking before you travel.
Is there free Wi-Fi in Buenos Aires?
Yes: BA WiFi. Its open-data list (updated 22 June 2026) shows 880 available sites, including Subte stations, Metrobus stops and parks (Buenos Aires Data). Sessions last 30 minutes and can be renewed (BA WiFi).
